The Office of Science and Technology Policy is reporting on progress in developing and implementing policies on increasing public access to the results of federally funded scientific research. “Office of Science and Technology Policy Director John Holdren has directed Federal agencies with more than $100M in R&D expenditures to develop plans to make the published results of federally funded research freely available to the public within one year of publication and requiring researchers to better account for and manage the digital data resulting from federally funded scientific research.” http://www.whitehouse.gov/blog/2013/02/22/expanding-public-access-results-federally-funded-research

When research is accomplished with grants from federal agencies, the research and data must be deposited for public access. This public access may occur in a repository at a federal department, on a campus, or through the publisher. The public access mechanism will vary across the federal agencies.
